Steve and Reelection



You know who really excels at campaigning? Scalise!
According to an article by The Advocate, Steve Scalise really raised 3.3 million to defeat six innocuous challengers that raised “$5,400 between them”. Talk about overdoing.  
 
Let’s now discuss Congressman Scalise’s district activities in relation to Mayhew’s theories on reelection. He lists three activities that congressional representatives engage in for reelection.
    1.Advertising. Mayhew’s definition: “any effort to disseminate ones name among constituents in such a fashion as to create a favorable image but in messages having little or no issue content” (p.49). The aim is to get one’s name across in a favorable light.  Bombarding your constituents with mails? Appearing uninvited to their private events? Following them to their doorsteps? Everything is fair game here! Scalise goes beyond that. Here’s how much he spent according to a Statement of Disbursements of the House, April 1, 2016, through June 30, 2016

In the following video, Scalise engages in credit claiming by visiting a damaged NASA building and assuring he will make it so that it will be rebuilt and the jobs will come back there in New Orleans.
For Mayhew, the typical way of doing this is by incorporating what he calls “particularized benefits”(p.53), which involves addressing the benefit to a particular geographical constituency. Scalise’s action coincides perfectly with Mayhew’s theory.

 3.Position taking. Mayhew: “ public enunciation of a judgmental statement on anything likely to be of interest to political actors” (p.61).

      “A lot of us, especially in the pro-life movement, knew when Antonin Scalia passed that we would never see a Supreme Court Justice like him again. I'm glad that our new President Donald Trump has picked a worthy successor to keep Scalia's legacy alive” referring to Judge Gorsuch.
Mayhew also says: “The electoral requirement is not that he make pleasing things happen but the he make pleasing judgmental statements.” (p. 62). For a primarily republican district, this post is pleasing alright!

Steve's Electoral Circumstances



2016 Election Results
Scalise won the 2016 election with 74.6% of the votes (243,645). Challengers included Lee Ann Dugas (D) with 12.8%, Danil Ezekiel Faust (D), Joe Swider (D), Haward Kearney (L), Eliot Barron (G), and Chuemai Yang (I). All candidates in Louisiana, run in the general election without party affiliation subdivisions; If one of them reaches half of the votes, he/she will win outright. Runoff elections between two top candidates are held if the 50% threshold is not reached.
 
Campaign Finance Status
Sitting lawmakers are undoubtedly advantaged in fundraising.
In 2016, Scalise raised $3,565,928 during his campaign and spent $3,635,483; he has $413,239 on hand. Second on that list is Danil Faust, who raised $7,709 and spent $5,066, and with $5,276 cash on hand.
For scalise, small individual contributions amounted to $9,338 (0%), 13% from large contributions, 14% from PAC contributions (a little below half a million), and 73% ($2,598,225) from other sources. Faust on the other hand, received 10$ between small, large, and PAC contributions; the rest comes from self-financing ($4,999) and other ($2,700).
 
Looking Ahead
As we have seen in previous elections, Louisiana’s first congressional district leans republican. Scalise being the incumbent far-right republican leader, it is very likely he’ll keep his position in 2018. 74.6% is a safe number; not to mention his fundraising advantage, which will propel him to victory even against a republican challenger with high approval.

First Congressional District of Louisiana

This “kaleidoscope of culture”, as Scalise calls it, encompasses a huge tourist attraction (think Mardi Gras) and suburbs of New Orleans. With an area of 4,032.32 square miles, the district is mainly urban: 86.02%, compared to the 13% rural population.

Party Affiliations
This district leans heavily republican (and votes accordingly, trust me) 26.7% voted Clinton vs. Trump’s 68.7% in 2016. Similarly, Obama got 26.9% in 2012 vs. Romney with 70.9%.
